An adult should help with small shoes and clothing tabs. Start with the larger pieces.

Print one A4 or US Letter PDF at 100% / Actual Size. The grayscale version has shaded fills; choose full color for ready-colored pieces.
Cut around the outside border of each separate piece, keeping white tabs attached. Leave internal drawing details uncut.
Draw a face on the blank body if you wish, then choose clothing. The clothes already contain artwork; they are not blank design outlines. Try any clothing on its same-sheet character before folding tabs.
Keep the pieces from this version together in a labeled envelope. Leave support-shaped pieces flat until tested; check sizes before combining sets.

Use the doll and clothes from the same sheet. Physical clothing fit has not yet been tested.
